The Public Notary is a government official. All land contracts are written by Public Notaries who record and register the complete transaction. In addition Notaries issue POA’s . Note: Unlike the UK, the land contract is the only contract usually needed to define property ownership. The land owner has legal rights / possession over whatever property is on his land. IE there are no property deeds in Greece – just land deeds.
A Power of Attorney associated with a land purchase is a ‘benign’ POA. This means that the lawyer only has the authority to act in the best interests of his client.
You will need a lawyer to deal with all the legal matters and bureaucracy needed to buy property in Greece. Since this involves visits to many government offices (tax, utilities, land registry etc etc) and because the process takes a few weeks, it is usual to grant the lawyer ‘Power of Attorney’ (POA) to act / sign on behalf of the purchaser(s).
